Basic functions
Responsible for vision planning, architecture design, and implementation of IT solutions, which assists STS and our customers in meeting their strategic business goals.
Primary Responsibilities
1. Act as the primary on-site technical expert at the National Records Center (NRC); develop IT solutions for capturing, analyzing, and managing operational data; work with site and corporate leadership to identify and implement business process improvements.
2. Participate in meetings and conferences held to review IT system performance and modifications.
3. Participate in the development of new proposals for STS, writing to the technical capabilities of the company; leveraging past performance, knowledge of the Service, and identifying IT and operational risks, assumptions, and constraints surrounding business development and IT operations.
4. Provide recommendations and develop proposals for corporate-wide IT solutions, process improvements, and innovation efforts.
5. Establish, and as necessary update policies, processes and procedures for use by NRC site personnel performing data entry and management functions.
6. Provide technical assistance and training to STS and partnerpersonnel performing database support and business automation functions.
7. Maintain performance statistics history and perform trend analysis against established performance baselines.
8. Document and maintain a configuration log for each ITsolution; establish and maintain a Change Management process.
9. Establish an incident / trouble reporting process and log; investigate indications of suboptimal system or process performance.
10. Support STS business planning, company operations,and corporate competitiveness by recognizing and advising on new developments in information technology systems.
Experience/Requirements
a. More than five years of experience working within an IT sector, performing data analysis and standardization, project management, and requirements gathering.
b. Advanced technical knowledge in all areas of application programming, system architecture design, and data management methodologies.
c. Must be a US citizen and eligible for a USCIS T2 clearance or a Department of Defense Secret Security Clearance

c. Must be self-motivated and able to direct work in a matrix management organization.

e. Excellent oral and written communication skills. Ability to explain complex technical topics to technical and non-technical contacts.

Education/Training
A BS in a related technical field or at least 5 yrs of experience in Data Analysis and Application Programming
